If the QPPS is not set correctly this kind of behavior can happen. I recommend you check your QPPS setting. It should be equal to the encoder speed when the motor is running at 100% power.

I saw this effect when "QPPS - the speed of the encoder when the motor is at 100% power" was not set properly, the one you set with commands 28 and 29. The default value was something like 180000. The value I needed for my setup was more like 26000.

Yes, the default QPPS value will almost never be the correct value for your motor unless oyu happen to run the same motors we set the defaults for and at the same voltage. At a minimum you must always determine the QPPS value. The P,I and D values are very loose. Just about any motor will run with them but not necessarily very well.
