The E-Stop function is a digital input with user selectable levels and reset options. It is not PL or SIL rated. PL and SIL ratings are very complex and must take into a large number of variables including expected MTTF/MTBF. This is well beyond what the Roboclaw was designed for.
If you require PL or SIL rated equipment you will need to move to a controller designed specifically for that type of application(and pay the premium for it). Alternatively you can design your own safety system around the Roboclaw to meet the PL or SIL rating level you require for your complete solution.
The E-Stop signal on the Roboclaw is not a failsafe solution. If a Roboclaw is damaged, depending on what the damage is, the motor driver can be left in a state that will power/drive the attached motors even if the E-Stop input is triggered. For systems that must be failure safe a physical power cutoff is required.
