Issue with M1 speed and M1 encoder values

We will need more information to help. My guess is the encoders are not operating properly. If you only see 1, -2 and 0 and never anything else, and the encoder is a quadrature type it probably needs pullup resistors to operate properly. Please send a link to the motor/encoder datasheet.
