Using RoboClaw 2x15A Dual Motor Controller without Encoder feedback from the motors
Can I limit output voltage for different motors at roboclaw controller
with Controller Input 30V, I will limit
M1 A/B motor output to 24V and
M1 A/B motor output to 12V
Is this configurable?

Like most motor controllers/driver the output from the Roboclaw is a PWM of the battery input. So no, you can't limit the output voltage. You can only limit the output power.
