Unless you are seeing a specific low power warning this problem is not directly due to how you are powering the Pi4.

Noise may be an issue. Pi4 is new and requires much higher power levels than Pi3. We have not run any tests on the PI4 while powered from the Roboclaw. If you have access to a scope, check the 5v voltage AT the Pi's 5v pin. Also you may need to use BOTH 5v pins on the Pi to properly power it.

Also, how are you communicating to the Pi(TTL or USB serial)? If TTL serial have you looked at the S1 and S2 signals on a scope?

Also when you send your commands are you checking the return value to see if an error has happened?
