The USB packet serial works in all modes. However when Roboclaw is controlled by RC pulses(via S1 and S2) the USB commands to control the motors will be overridden by the RC pulses every 50ms(which makes it appear the USB commands are not working). In your case you can just connect the RC controller directly to S1 and S2 and use USB commands to switch between packet serial mode and RC mode(switching to packet serial mode will effectively disable the RC controller) then you can use USB commands to control the motors. Switch back to RC mode(using USB commands) to allow the RC controller to contorl the motors again.
