1. You should only install the correct version of the driver. Eg 64bit on 64bit windows or 32bit on 32bit windows. Open device manager and see if the Roboclaw is showing up as an unknown device or is partially installed but has an error(right click the port and click properties to see any messages about the unit).

2. Power off the unit. Hold the middle button pressed and power on the unit(while olding the button pressed). Once it powers up(the error LED should be lit), you can let go of the button. This will reset the settings in the board back to factory defaults. Did the error go away?

Are you using a V5D board or an older one? If it is an older one and you have the Logiv battery installed, did you remove the LB/MB jumper(V5D board automatically use the correct battery and dont have the jumper).

Just to confirm:
You have 12v plugged into the B+ and B- main screw terminals?
You have a seperate logic battery plugged into LB+-?

Do you have anything else plugged into the signal pins(S1,2,3 etc)? Anything plugged into the 5v of the Roboclaw?

Note the simplest setup is just a main battery. Logic battery is optional so I would recommend just connecting power to B+- on the large screw terminals until you can figure out what else is going on. Note that if you only plug power into the LB+- battery connection and dont power the main battery connection you will get a solid error led. This is because the main battery voltage will be less than the 6v minimum.
